In the Outpost, there's a thing called the Synchro Machine. Once you have 5 Nikkes to lvl 200, you can keep them there and then you level the Synchro Machine itself. As long as you have open slots, you can shove unleveled or underleveled nikkes in to the available slots and they'll all be synched to the machine. It'll cost 10K core dust per level, which is a bit of a grind. 9-10 days just using the passive outpost accrual. Or, you can participate in the events that happen often and spend reward points from completing missions and challenges to get more easily. It's a waiting game. As long as your maxed leveled nikkes are in the machine, you can pick and choose whatever nikkes you want and swap them for different compositions. Just know that it's a 4-5 hour wait if you don't want to spend gems to do it instantly. Good thing the game is generous with the free gems.
