It'll probably suck, too. That long of a development "cycle" isn't even a cycle, that's like 2-4 different development cycles in one. Any other franchise and it would be considered vaporware, a Star Citizen-type game that people occasionally bring up to make fun of. Imagine how many times this game has been done, re-done, worked, re-worked and changed with the shifting culture and narrative over the span of a decade+. It's probably an incoherent mess and the gameplay probably isn't much more advanced than GTA V, which was already a watered-down version of IV's gameplay.
I feel like we're about to get a game from 2015 that doesn't know wtf it wants to be. All the old R* people left after V, it's anyone's guess what this thing is going to be. For all we know, they decided to ditch half the game a year ago and replace it with AI slop.
