We actually know this one is 100% true. Haranir had basically everything ready to be a playable allied race in TWW beta. We also know that their zone, the Rootlands, was the cut 5th zone of TWW which is probably why they got held back for Midnight.

For the Voidborne Victor achievement (1,6k pvp, 2k mythic, AOTC), is it a one time reward or do the other things give an additional charge?

You have to go Carved > Runed > Glided.
45 to 15 ratio, and no it doesn't go above the limit.
I advise you to not waste any of those carved/runed for now because you can use them to swap to glided when they remove all limit and upgrade gear's ilvl during turbo boost, so you can upgrade almost everything within 10min of converting crests instead of spamming +12 x10 to upgrade gear.
