Soap, Price and Alex Mason got at least two figures each, only ever played Blops 1 really so outside the well-known characters like those and Shepard and Makarov I couldn't say who all else appeared but they did quite a few. Unfortunately the archive seems to have missed most of the older sets and figures, you can still look them up on the mattel service site if you know the set name or code.
