I'm pretty sure it was a western company, but yes. AI can now (~6 months ago) turn an image set into a 3D model. The problem is, you still need to do the rigging, which is what they've spent their entire careers avoiding. I'm pretty sure they have like 3 rigged models for characters (tall female, small female and male) and they just swap cosmetics on them.
