The reason BB ran amok isn't because of Rule Breaker. That's nonsense and there's nothing in the game that suggests this. You're making weird stuff up.
The reason for BB's existence is in fact more due to Sakura's personality. The AI Nurse Sakura also has many of the original's personality traits, including an overwhelming desire to be loved. This is the principle trait that started CCC. During the Moon Holy Grail War, Hakuno was the only Master who regularly visited Sakura. This resulted in the formation of new values within Sakura that affected her ability to remain impartial. At some point, Sakura learned what was really happening with Hakuno and realized that regardless of whether they won or lost, it was impossible for them to survive the Holy Grail War. Her struggle to stay impartial caused errors to pop up in her code, which led to her collapsing one day. All the other Masters ignored her because she was just an NPC, but only Hakuno tried to help her. This was the straw that broke the camel's back.
In order to prevent a complete shutdown, she took the elements of her code that were running haywire, the love she felt for Hakuno, and tossed them into the Reverse Side. The tossed own bugged code became BB. BB usurped Sakura's admin privileges (as BB was literally Sakura) and dragged everything into the Reverse Side in order to save Hakuno. The reason she became so powerful was because she was literally a jumble of bugs, an error that was growing more and more and fucking with the Mooncell's systems. Rule Breaker has NOTHING to do with this; Sakura already had admin privileges to start with, and all BB did was take advantage of that.
