I doubt it is 100% due to some vast conspiracy orchestrated by a secret society. Rather these movements arose on their own and other groups stepped in to take advantage of them for their own purposes, of which reducing birth rates was a sentiment.
For example the author of the Feminine Mystique Betty Friedan told ethnic white European women not to raise families while she herself had a traditional Jewish household with 3 kids, even tolerating the customary beatings by her husband.
