Yeah, fuck fangames for not having budgets or teams willing to spend several years working on a concept that clearly takes longer to get down than solved design issues like 2D Sonic or hallway 3D Sonic. Hell, SRB2 has been worked on since Quake 1 was still considered new. One of the fangames I remember being impressed by was I think called Sonic GT and even then it was just two levels and a boss.
Utopia is fun proof of concept. Three issues is that it's arguably a bit too big for its own good since there's a lot of empty space, enemies aren't aggressive enough, this was something I liked in GT in how enemies actually tried to keep up with Sonic's speed, and the obvious lack of any kind of objectives. Utopia, as a traditional go from A to B, would be pretty boring or the complexity of the levels would have to be drastically increased. But as a more Mario style collecthathon with a lot of different objectives and NPC's to talk to for missions and challenges, I'm not seeing the problem.
