I don't really see the issue with this, the game was going for that FE type of character work where yeah, if you're just going by their impact on the main plot then 99% of the cast may as well be NPCs, but where you do actually find said characters is in their support conversations or whatever they were called in UO. I think that's a formula that works just fine for the genre.

Can't defend Scarlett though, she was the main heroine and somehow still dull as dirt.
