Younger people tend to be better. They're apparently the 5th best at English in Asia. And, looking at the data, they're actually the first best Asian country that doesn't basically speak English as an official language.
Rankings:
Singapore (English is the official language)
Phillipines (English is an official language)
Malaysia (English is a recognized language, was a British colony until 57)
Hong Kong (Was a British protectorate until 97, English is widespread.)
South Korea (Close relations with America both economically and militarily)

It's kind of interesting. That Japan ranked so low actually has caused a stir in Japan and is causing them to try to fix their English education. Though, I wonder how much of it is just an age thing. Japan is so old. Though, so is Korea now.
