Can't remember that part, but it's a fact that when Jim wakes up the streets of London are empty save for the infected and the highways and roads are empty too. A lack of information or any outside help for a month would make anyone fear the worst because even if the infected all died what would even be left? IIRC they had been overrun before too that has to have taken its toll. The soldiers just weren't mentally prepared enough for such a scenario, maybe they hadn't even been in any actual war before either but I can't remember if it's ever brought up in the film.
Also, two of the soldiers didn't want to go along with the rape plans and were promptly executed for insubordination. It does not paint all men as evil predators. /tvpol/ is seeing something that isn't there as usual.
