Hex affects ability checks, not saving throws. This is a surprisingly common misconception. If it were that easy to apply Disadvantage to saving throws, every group would include a Warlock. Spells that can be resisted with a saving throw tend to be less effective early on. Toll the Dead is still really good, especially on a Death Cleric who can twin cast it.

For attacks, reliable ways to increase your accuracy include using consumables (Oil of Accuracy is great for martials), casting Bless, and gaining Advantage (too many sources to list). Most goblins and other low-level enemies have an AC of 13-14. A level 4 character with a +8 modifier to attack rolls (+4 ability modifier, +3 proficiency bonus, +1 weapon) already has a 75-80% chance to hit against AC 13-14. Add Bless (+1d4 to attack rolls), and that becomes an 80-95% chance to hit.
