There's this game called "Scales".
I's our present world, but far descendants of dragons and other magical creatures are living on Earth, hidden among us, and fighting a secret war to hoard (or free) Earth's mana reserve.
RAW, only one of the PC can be a dragon, but nothing stops you from ignoring all of that and have a full dragon party.
It's urban fantasy, so you are expected to be in human form most of the time (and if you are a magical creature, you can't turn into anything else until you reach higher levels), but yeah you can turn into a full blown dragon occasionally.
The game is available on the da trove, but it's in French.
However I did a fan translation of the basic rules, live on /tg/, a few years ago.

The system is simple and straightforward, but solid.
You can even choose between different types of dragons. The classic: Red, Gold, White etc... but also weirder stuff, like Wyverns, Hydras, Chinese Dragons etc...
