I'm going to guess the queen herself ordered Helem to do it but hated the way it turned out. Dumbcrima probably started just as brainless and dull as Altus is now which was no doubt seen as a crude mockery of the original in the royal palace. Shouldn't really kill an asset like Helem for your own orders but probably resents her for giving her a false, retarded, mud daughter.
