Bethesda not only chose a bad premise (or a difficult and ambitious one), but also executed it poorly.
I don't think the problem was there was nothing on barren planets, that's good actually, because it's expected from the setting and doing something opposite would be unimersive. Just like in the game already, because no matter where you land, you will find at least 3 man made structures either populated or abandoned in a few kilometer radius.
