I think this general has the wrong idea. Most players don't sit down for a 45min match thinking how they can manipulate each interaction to take as long as possible, and are clock counting time stalling scumbags. It's the opposite, a lot of players are stupid, slow, or struggle to play at a reasonable pace not out of malice, just ignorance if anything.

The worst part of these rules isn't even for regional/YCS where it has an argument that you -should- know your shit. They apply to locals. Johnny 9-5 gets out of his job, barely knows what JUSH is but just likes playing the game at locals with his Blue-Eyes deck and its new support. He's gotta read all your cards regularly, sometimes a card he asks about in g1 he has to ask about again in g2. Nicest guy you know he's just not a bright player. Do I have to be constantly urging this guy to pick up the pace and coming off as an asshole myself when I ask it a 5th time? Or do I have to accept we're getting a double loss because I played Johnny round 2 and I won't be seeing any prizing this week. In every sense, no one wins.
