One doesn't follow from another. You can have weak country with all key assets still being secured (see Venezsuela, or Assad's Syria for example, meme-tier countries, yet as long as regime is running, all assets were secured, oil, gold, drugs).
Russia doesn't care about being weak or strong, it cares about satysfying ego of it's corrupted officials (pretty much like USA now). Otherwise they wouldn't let themselves being baited into all in with small colonial war (borderline police operation).
