I think you have it in reverse. The vast majority of specific supports falling out of favour has to deal with mostly character design and just better options popping up overall. Shadow Ka is completely serviceable, has a very decent signature and still very decent friend for any character that isn't a skill spammer. It's similar to how Tess was in the gutter until Tornado Enya. I just think that overall you're never really doing a bad pick with a support as there will always be DPS that atleast somewhat benefits from them. Same can't really be said for most 4* DPS or something like Haru where their halcyon days are long, long past.
