Heroes are banned based on how annoying they are, not how good they are.
Having BP spaz out in your backline is very annoying.
Having Wolverine melt you as a Vanguard is very annoying.
Luna is better than both, but only has 1% ban rate. This is because she isn't actively annoying and killing you.
