blatantly bad drivers should have their vehicles immobilized by squads of authorized sheriff type patrols.
They'd be equipped with special equipment.
These drivers should be then pulled from their vehicles and beaten.
Then given a bus ticket and told, "have a nice day"
Not sure what to do about their cars. Give them away in a national lottery.
