So far I'd say he's ruthless more than evil. Though he has had evil moments, like making the prisoners fight to the death to join his crew. There's just something pragmatic about what he does. He doesn't randomly harm people or lash out, he has a plan and he'll do anything for it. Or, in other words, he'll do anything for his dream. So again, he's the other side of the Luffy coin rather than simply being evil.

Subtle things, but he didn't kill Ace, Akainu did. But he did capture him in the first place so he could become a Shichibukai and use the sea gates. He didn't just randomly attack WB and kill him, he finished off an already dying old man for a specific purpose of getting the Gura Gura fruit. He's definitely not a good guy but he has a plan and sticks to it, whatever happens. Luffy is instinct, BB is all about a plan. But they both do whatever it takes to fulfill their dreams.
