Then you have the guys that are just in it for themselves like Shiki, Ochoku, Don Marlon, and John.
And one key factor you have to remember is that Rocks "won" most of his crew through Davy Back fights. Of course they're going to have no loyalty to Rocks himself. They respect his strength and leadership, but ultimately they don't have any undying loyalty to him, and charisma only works on those that don't have as much ambition as the leader. A good chunk of his crew gained their own fame because they were ambitious themselves.
Compared to Luffy's crew, who all joined him willingly and don't have lofty aspirations. None of them want to be king, none of them want their own crew, none of them have reasons to sail that run counter to them being a subordinate. Nami wants to make a map, Brook wants to see Laboon (and is grateful for Luffy saving him), Franky wants to sail on a ship he made, Zoro wants to be the strongest swordsman, Robin wants to follow the poneglyphs and learn of the past, Sanji wants to find All Blue, Usopp just wants to be considered a great warrior of the seas, and Chopper doesn't really have an overarching goal in general I don't think. All of their goals pretty much run side by side with being in the Pirate King's crew.

We're at the part of the story where the inheritors of their will/clan have the corresponding fruits again.Luffy has the nika fruit and Blackbeard has the darkness one.

The "darkness" fruit allows Blackbeard access to "Davy Jones' locker" or a pocket dimension of darkness. He can store items there or even people. The way he "stole" Whitebeard fruit is by exploiting this. In his "locker" he had many different fruit types, sort of how Jesus was carrying a bag of different fruit with him to transfer over powers. In Blackbeard's case he holds a large amount of different fruit there so when a person with a fruit power dies the power is transferred to the nearest fruit of that type, which is in Blackbeard's possession. He then feeds the fruit to a person he also has "locked" in his dimension, and since everything that is trapped there "belongs" to Blackbeard, so do the fruit powers. He basically found a workaround for the one power per person thing by using the Davy Jones "locker" method.

So far I'd say he's ruthless more than evil. Though he has had evil moments, like making the prisoners fight to the death to join his crew. There's just something pragmatic about what he does.
