Because literally everybody who mattered in the creation of the persona games left P studio to move to studio zero, and are now working on stuff like Metaphor. So P studio is just in a holding pattern right now, making spinoffs and remakes. Even if they DO make a persona 6 at this point, there is little chance it will be what you want.
