Edge of range E procs the reveal and so does R but there are some caveats about that because horizon focus caluclates distance to target at the moment of spell being cast, not the moment when the damage hits.

I'm not sure if it's entirely superior to cosmic drive but I can see the vision. Maybe it gives him some sort of waveclear threshold. I wouldn't know, I don't play vlad.

The numbers clearly show that regardless whether your first item on vlad is cosmic, horizon or rocketbelt as long as you proceed into deathcap 2nd you're gonna have a good time.
