Exercises like Jade Helm are actually pretty common and often on a larger scale (1,200 troops took part in Jade Helm, compared to the 6,000+ Marines who participated in Operation Urban Warrior in Oakland-San Francisco in March, 1999).

Neocons are basically ex-Trotskyists who usually favor military interventionism abroad to preemptively stomp on the next enemy of freedom (Nazis, Communists, Islamists etc.), Paleoconservatives prefer downsizing the military and are ideologically inclined towards isolationism.
