I love One Piece - I've been reading it since I bought an issue of shonen jump at a school book fair back in 2003 and I blitzed through it - yeah sure themes of liberation and overcoming unjust authority and power structures have always been there; but at its core it's a story about Luffy and Zoro achieving their distinct but mutually aligned dreams, and Nami navigating them to their destinations - everything else is in service of that.
Honestly I couldn't give less of a shit about a lot of the deeper themes since I don't need these themes spoonfed to me like a baby and it's obvious Oda is mainly utilizing these themes to make the story feel more impactful, grand in scale, and personally relatable to our real lives.
One Piece isn't a political manifesto - and certainly not one for dollar-store revolutions that just shuffle power from one cabal of fat compradors to another gang of quisling parisites. The power structures in Nepal and Indonesia are completely unchanged - and if anything things will soon be worse since at least the Chinese are willing to build shitty infrastructure and bugmen smartphones in exchange for letting them run your government - the USA just fucking strips the pipes and the copper wiring out of your walls and makes you sell your daughter to a white guy in Austin in exchange for a 5 pound bag of rice.

You're either a Fed, or a useful idiot. You can easily weaponize legitimate grievances into useful ends for oppression. They're not revolutionizing anything - merely swapping one gang of oligarchs for another. At least some of them will be rewarded I guess.
