You could just make them impassible, or just not assign them anything if you spend the time to make sure no gaps exist. If they aren't stacked and a normal move gets on top. This is what I envision it trying to prevent, image isn't perfect but there does is clear. You aren't putting a tac squad or hss up there. It also prevents lone snipers seeing much more I suppose. Don't get too stuck on the cargo container. I mention other good examples that can include various GW walls that have tiny holes or slots that are otherwise obscuring which with the new rules means a unit outside could kill the whole squad inside if the see so much as a rivet. Assigning a wall heavy you can't get on or in prevents this.
