Debatable really, MHA set up an authoritarian world where you're just flat out not allowed to use your quirk without a license. Even Koichi going around with his harmless sliding quirk was considered illegal (Albeit on the level of jaywalking). Teaching students how to control their quirks would probably be considered endorsing their usage, which would get your school a firm warning by the government if you weren't a hero school.
