Alright, after playing around for a long time I've come these conclusions:
1. Gore 4p has the highest pure raw, but only hits 75%~ consistent affinity.
2. Gore 2p Guts 3p has lower pure raw but hits 95%~ consistent affinity.
3. Lagi 2p Gore 2p and Zoh 2p Guts 3p are almost equal, but fairly weaker than the ones up there.
4. Lagi 2p Guts 3p is the weakest EXCEPT it can easily slot in Counterstrike 3. But as I mentioned, CB doesn't have a good way to trigger Counterstrike and it's a guarding weapon which means your uptime on Counterstrike should THEORETICALLY be bad. However, assuming you get hit roughly every 90 minutes, you get around 50% uptime on Counterstrike and THAT makes it roughly the same as Gore 4p.
From this, I conclude that Gore 4p is the best set for Phial spamming. Except Raw CB wants to be doing ED1 and 2, basically never using the phial unloads which is why you don't even use Artillery. For this playstyle, 2 Rey 2 Gore would be slightly better since you have more consistent affinity.
