yes but at max cafe rank passive regen is less than 20% of your daily reasonable F2P AP (in 24h you get 240 passive regen plus 740 cafe, 150 daily, 90 pvp, 10 club), so in my opinion it's worth sacrificing if it means getting double the exp on the remaining 80%
