Billy and Jo being similar could work well, maybe if one of them needs alibi the other can dress as them and fly by.

I like to think Jo's uniform is part of her body in a way and eventually comes back even when she takes it off, but I also think she is the kind of person who would try to wear something on top of the costume to cover herself more.
