By the time you start returning fire, your shields will be broken and they'll already be half a second away from killing you. If someone doesn't respond to Don't Shoot, Greet, or a mic hello in a reasonable few seconds, consider them hostile to the point of murdering them the moment the opportunity presents

Go into practice range with a Stitcher and kettle the two best freenig pvp weapons, and get a bit of practical experience killing the first and middle dummies. After getting a feel for them, go ambush poor bastards in the wild. Knock down a few people at extractions and finish them off to kill what's left of your HESITATION TO SLAUGHTER. Buried City is a shitzone pvp fest that can serve as a good training location.
