NTA but 3 was absolutely rushed as well. The original 3's campaign was going to be one long continuous journey through Africa with interconnected levels ending with the Ark. Instead we got slow-mo walkie-talkie Cortana segments, a bunch of forgettable missions and High Charity not being High Charity but the same ship that landed during Floodgate.
