It's actually worse than that, he allowed PG&E to built renewable energy plants with tax payer money, but then decided to not build the power lines for Californians to use it, so PG&E just sells it to other states who are getting scammed from their utility companies like Oregon and Washington, both which have infinite hydro power. It's all legal as they basically legalized and subsidized theft.
