No. Warsaw I think has orders of magnitude larger construction industry. Here its basically collapsed. Dark line is sold, orange is permits. This year it is going to be more definitely as there is a smaller construction boom. But does not reach Warsaw levels

According to the official census from 2022 there are like 160k empty apartment in Budapest alone. But the real number is probably lower. + you can remove a lot of apartments that are like Chernobyl tier and would require massive renovation efforts to make them livable. Still, there are quite a few apartments not on the market because there is no property tax so no incentive to rent them out
