Everyone is on a budget, so the cheapest (or politically best connected) vendor that passes the safety tests will win the contract.

The US made C4i platforms are repeatedly breached in Ukraine.
And now they want to have remote operated killer drones in schools and malls all over muttmerica... hoping that nobody hacks that particular system.
