That's because you don't roll expecting to get lucky. You roll to get a character at 75-80 rolls. 170 is a turbo lucklet territory btw, losing coinflip and going into high pity both times.

It's possible because not every character is shilled, there are "main pushes" that get wanked over multiple patches and let you clear everything or even get dupes if you want.
