+1 recommendation on Krita.
It takes a second to figure out how to use, but it's more geared towards drawing than GIMP or photoshop and has a good UI.

Plus it has some nice binary brushes. A standard one, a dither brush, and one which works with a drawing tablet's pressure.
Very fun to play around with.
