The problem with having a "Modern"-only characters is that not having a "Classic" counterpart limits the marketability (I think Shadow is the only one who managed to escape this stigma, but we're talking female characters). Sega is really autistic sbout keeping a dividing line between Classic and Modern.
For this reason, I unironically think TRIP has the best chance, IF they give her a Modern model.
