No, they're literally just fighting humans, Guardsmen mostly IIRC.
While Elemental Council does have a lot of nice lore for the Tau, I do think it falls a little hard into making the Imperium into a super-badass-elite force that seems to have no trouble against the Tau.

Are they tho? The average IG regiment might seem competent compared to, say, Chaos cultists or whatever rabble of ill-equipped militia occasionally rebels against the government, but against even tiny xenos enemies that are remotely on par with the Imperium tech-wise, the Guard gets used as utter cannon fodder while they rely on the Space Marines to actually accomplish anything of note.
