I have no idea how much you've progressed into the game but you sound like a newbab. I think that unless you're very attached to Cyrene if you're in need of a fully usable team you could quickly pick up Evernight before her banner is over, and then in Cyrene's banner Hyacine. And *THEN* try for Cyrene.
Evernight - RMC - (Pela or filler) - Hyacine works well.

But honestly? If I was you, and I didn't care much about Cyrene, I would just simply hoard as many jades as possible and just go all in on the upcoming 4.0 Elation meta in a couple of months from now. Cyrene was designed to be a "capstone" for the current Heirs and while she can be an universal support she's not that good with non Heir characters. If you *really* like her you can pull her, she's not useless on her own by any means and she can be used anywhere. It all depends on what you're trying to accomplish with your account. Regardless, no need to rush it. If you start saving now you'll be more than able to comfortably get into the 4.0 elation update.
