Comissioned artists for the TCG don't design the monsters they just come up with the artwork for the cards or for other media. The only exception is Sasai designing the bulk of the digimon debuting with the Shambala vpets otherwise its one of the two from PLEX(Kenji Watanabe and the other guy who's name I can't remember), As' Maria and sometimes Nakano Haito
