It's a good theory, as it fits in with TOAA not being the creator of the Mother of Horrors, but it's a pretty complex theory to answer just one mystery.

I think this one's a lot more likely. It fits in with Ewing's ideas for Marvel's cosmological structure, and PKJ's Infernal Hulk is expanding even further into the nature of the Mother of Horrors anyways.

Maybe TOAA could be defined as the current Godhead of whatever era Marvel is at today, with the Mother of Horrors, and potentially many other entities like her are meant to embody Marvel's various eras throughout the decades since their inception.
