I heard an analogy to buildings. There are remote parts of Africa where people live in huts made out of mud and straw. Looks primitive. But you go inside, it's actually kind of nice in there, it keeps you cool when you don't have air conditioning. Then you take a guard with an AK-47 and stick him inside a guard post made out of concrete and sheet metal, well that doesn't very work very well if he doesn't air conditioning.

Of course there are cities in Africa with electricity. But it's just an analogy about transplanting a European-style system to a different place. When the Europeans arrived, they built stuff in the European method, and then when they left, that stuff fell to pieces. It's not because the Europeans are better, although yes they were more technologically advanced, but it's also just a different way of doing things.
