For comparison in genshin at this point it was the end of the civil war (with the poorly built up teppei death), which was basically resolved in a joke with sara misunderstanding kokomi (fake genius strategist joke) and it was basically never mentioned again, no one was punished (especially not raiden who became a moeblob later), and kokomi and raiden only meet years later in a card game that again was a joke that everyone was too scared to beat raiden. There is no consequences because everyone always has to be friends with everyone so they can participate in those fanservice events (but they didn't disappear at least), all conflicts just end and nothing that happened before matters. Keqing appearance was in defiance against gods, so in a sense it's a religious thing like phoebe and could be a space for personal conflict, but again all conflict disappear immediately even though she somewhat stayed (again appearing over a year later in the new year festival), looking just tsundere for zhongli and ganyu now.
