This is a good interpretation but I don't think its that indirect. Rarity and Twilight's relationship have been setup early in Tamers MLP with them organically growing from a one sided friendship where Twilight borderline hated Rarity, to an actual friendship, to becoming best friends.
But I can see where you might be coming from, maybe they need a little more build up together before they try anything seriously romantic with each other.
