The "CERO getting strict about panties" comes entirely from Sakurai complaining about CERO being obnoxious with Smash Bros where they wanted a CERO A rating and the panties would've bumped it up to a B. CERO checking in the way that they did was triggered by Aterlier Meruru which was initially given a lower rating then recalled and given a higher rating after CERO decided Gust hadn't been up front with them about the fan service in it.
It has no bearing whatsoever on any of these games which are all C ratings at the absolute minimum.

No, consoles and Steam definitely contribute to the problem, it's just that they deliberately don't say what their rules are and they're deliberately inconsistent about their enforcement to create a chilling effect, and their rules also don't apply to major publishers because the major publishers actually have the sway to push back against them.
