I wouldn't say that Cid does not value his family. Despite how much she annoys him, he does care about Claire a lot. He also cares a lot about Shadow Garden, even if he thinks that they're just humoring his chuuni tendencies and doesn't realize they're actually a fanatical cult that worships him. IIRC, he also appreciates his parents, even if he isn't super close to them.
