I would say no, there were already some cars in the ONT that had no association with characters like the Bulldozer. But some machines definitely are like the Egg Drill, the NiGHTS board, AiAi's banana car, Carsene, etc.

I highly doubt that the devs would go through the trouble of making a Sakura shaped and colored board and call it the Sakura Board if there's no intention of putting a SW character in the game.
