It's because of this page. It was hinting to a sequel or an issue showing what Tangle and Whisper would be doing, but then later Tangle was just suddenly back with the others and Whisper was randomly seen in Central City or whatever to fight Surge. The whole thing was dropped and there was a gap and it wasn't filled in because the idea for a story for it had Tangle be toxic and thus was scrapped.
